I want to some minor editing to some complex blueprints. I am willing
to buy a good software that not only does a good conversion from
raster to vector format but allows simple editing. What is the best
software for such an endeavor (i.e. basic and minor changes and little
experience in CAD... although computer literate)?

I am looking at the following software's right now.. woudl appreciate
